Why is a KB target better than a quality slider?

The same "70% quality" setting produces 30 KB for a calm subject but 700 KB for a detailed photo — you never know what you will get. Setting the file size directly (e.g. "under 150 KB") and letting the tool find the highest quality that fits is predictable and beginner-proof.

Will compressing visibly reduce quality?
